David Schuster brings close to three decades of experience in health care to his role in generating and supporting new business for Phoenix Data Corporation. He was promoted to Vice President of Business Development in 2021.

Considered an expert in Medicaid and Medicare, David was appointed to initiate health care modernization by the governor of Tennessee, an endeavor that led to Tennessee being recognized as one of the best Medicaid Agencies by the Centers for Medicare & Medicaid Services (CMS) at a national conference. David also served on the Federal Medicare Beneficiary Protection Program Redesign, which improved the quality of care for Medicare beneficiaries throughout the United States while saving millions of dollars for the program.

David holds a Bachelor of Science degree in Accounting from Syracuse University.

Outside of work, David serves on multiple foundation boards, including Ignite Health Foundation and Servant Focused Foundation. He also enjoys mentoring leaders and pastors and was instrumental in helping plant a new, non-denominational church in Miami, Florida.
