As a partner on the SeaPort-e contract, AECOM (formerly URS) has successfully delivered professional support services in Program Management, Acquisition, Engineering and Engineering Management, Logistics Support and Financial Management to the United States Government for more than fifty years. The company's experience in defense acquisition support demonstrates a disciplined and proven approach to the successful execution of systems acquisition programs from ACAT ID to IVT. This experience includes all milestone decision points and acquisition phases, from concept exploration and program definition through engineering and manufacturing development, production, fielding/deployment and for major upgrades. Comprehensive Professional and Proposal Services (CP2S), a management and technology woman-owned small business, is based in the metro-DC area; with personnel located throughout the US.

Formed in 1992 as an engineering firm working in materials and process engineering and technology transfer, CP2S provides technical and management consulting support to high-tech companies and government agencies and is a subcontractor for security systems for the EPA and US Army.

In November 2013, CP2S formed its Raven Division, which focuses on threat detection, training, materials and equipment for various areas, including but not limited to:  emergency response management, CBRNE, radiological detection, EOD Operations, EOD Technical training, C-IED, Discreet Flow Security for transportation assets, transportation security, exercise design and implementation, emergency airport operations, terrorism and high threat awareness, and threat reduction-abatement. This division features proven CBRNE subject matter experts with extensive experience in the field for military and civilian operations.
